Teams were drawn at random from the pools, beginning with pool 1 and ending on pool 5 until all teams were assigned a group. Each group consists of eight teams which were filled one at a time, beginning with Group Red and ending with Group Yellow. If there was already a majority of a team's country representatives in the group, the team was placed in the next available group, ensuring wider regional representation throughout the event.
With the 24 teams assigned to their pools, the Group Stage begins, where teams will battle it out in their respective groups as they compete for their place in the event. The top 12 teams from the Group Stage will qualify for the Main Tournament, with the bottom 12 getting a second chance to stay in the fight, as they join four other teams for the Survival Stage, who ranked 5th place during regional PMSL tournaments.
