Could Steve Rogers, Captain America, Be A Triple-Agent of Hydra? (SPOILERS)

This is Steve Rogers, Captain America, agent of Hydra, subservient to its leader, The Red Skull. And not, say, the Baron Zemo version of Hydra.

Maye Kobik isn't there, undercover, under his control after all. But questioning the boss? How loyal is Steve Rogers to Hydra and the Red Skull. He was totally rewritten to be that by Kobik, but his history is a troubled one. As they recruited his mother like a Women's Institute meeting, just ending it with something different than singing a verse of Jerusalem.

Is Steve's loyalty to a Hydra beyond that of the Red Skull? When you cut off one head and two will take its place – there may be quite a lot of heads to that Hydra. Baron Zemo, Red Skull… and now Steve Rogers?
