Nightwing and Titans Both Go Twice-Monthly at $3.99 an Issue

That used to be the deal. DC twice-monthly comics would be $2.99, monthlies would be $3.99 with a free digital download.

Well, the digital downloads went away. Just for special occasions now, it seems.

And as of September 2018, some of the twice-monthlies are increasing in schedule but not decreasing in price.

Nightwing, which was a twice-monthly title, then a monthly title, will be twice-monthly again from September.
