Hydra Cap Has Escaped? Or is Something Else Going on in Captain America #9? (Spoilers)

Captain America #9 by Ta-Nehisi Coates, Adam Kubert, Frank Martin, Joe Caramagna, Carlos Lao, Shannon Andrews, Alanna Smith and Tom Brevoort has, as we have seen in previews, taken to Marvel's equivalent of Fox News, Fact News, being influenced by the Russian. But no collusion, right? Remember that.

That the Hydra Supreme Commander is Steve Rogers. Which… he was, how is this a conspiracy theory? Hyra Cap is Steve Rogers if he had been brought up by Hydra. And meant to be imprisoned in an impenetrable cell.

While the Captain America who was brought up by non-fascists has been arrested for the murder of General Thadeus Ross. Despite being innocent. And is currently on remand at the Myrmidon prison.

At which point the Fox News… sorry, Fact News story breaks that… Nazi Cap is missing. Presumably no longer incarcerated.

And from that, the Myrmidon residents take it that their Steve Rogers is… the Hydra Cap? And there is only one Captain America?

I must have missed a headline… can anyone help me make sense of this? And is Nazi Cap missing after all? Best explanation from the comments gets reproduced here…

Double points if you can also explain why this prison has such a massive television screen playing the news.
