They are absolutely not even trying to hide who the guest star is for the next episode of Arrow. The title of the episode, Docket No. 11-19-41-73, is tied into Ricardo Diaz (Kirk Acevedo) having Oliver Queen's (Stephen Amell) bail revoked and moving his trial up. The number itself is reference to More Fun Comics #73 published in November 1941, the first appearance of Green Arrow. The CW has released 20 new images from the episode and there are absolutely spoilers ahead.

COLIN DONNELL GUEST STARS — The pressure mounts for Oliver (Stephen Amell) who begins to wonder if he will lose everything in his battle to save Star City. A familiar face returns. Andi Armaganian directed the episode with teleplay by Ubah Mohamed & Tyron B. Carter and story by Marc Guggenheim (#621). Original airdate 5/3/2018.
As you can see, between the synopsis and the images they're not even trying to hide that Tommy Merlyn (Colin Donnell) is returning in the Green Arrow costume… which Tommy though is a mystery. It also appears that the members of Team Arrow who left are going to the court to support Oliver and Diggle (David Ramsey) gets back into the Spartan costume. The is the first of three episodes left in the season.
