Who Was The Guy In Green On The Cover Of Last Month's Spider-Man #4?

The cover to Spider-Man #4 from last month featured Black Cat, Hammerhead and a mysterious guy in green. Who was he?

Well, he didn't appear at all in issue 4, which featured Hammerhead.

Or in issue 5 this week, which has Black Cat

He isn't mentioned or seen in future solicitations.

So who is he? I asked Marvel PR representatives and they didn't know either.
