How Bruce Wayne is Rebuilding Gotham in Batman #87 and Batman/Superman #5
Batman #87 continues the series obsession with the architecture of Gotham and Bruce Wayne's surprising rebuilding of the city between issues. Including the Gotham City Police Department's new containment facility which is, apparently, more secure than that of the Justice League's Halls Of Justice.
…to everyone but Batman of course. He and Lucius Fox literally put in a back door just for the Batman. You know, the argument goes if the manufacturer does that, then the spooks can follow… but it's not the only rebuilding he's doing. Over in Batman/Superman #5, also out today, sees Bruce Wayne rebuilding Crime Alley too.
Maybe he'll put a Starbucks in there. With a back door, obviously…
