In this new clip from Gotham, we get to meet Theo Galavan (James Frain) and his sister Tabitha / Tigress (Jessica Lucas) as they talk to a group of prisoners that includes Barbara Kean (Erin Richards), Jerome Valeska (Cameron Monaghan) and Richard Sionis (Todd Stashwick).

Gotham returns on September 21st to Fox.
