Is Mr. Freeze Gunning For The Penguin In Gotham Stories #2?

Fox has released the second episode of Gotham Stories, the motion comic that is setting us up for the return of Gotham on February 29th. Mr. Freeze has arrived and is on a mission to kill someone. Is it the Penguin? And does Selina Kyle mean to save him or was he just in the way as she looked to escape? This definitely isn't coming across as a super-villain team-up.
