Why Are There No Earth-1 Doppelgangers On Earth-38?

Every since the Flash opened up the Arrowverse to the idea of Multiple Universes, there has been a question floating around. If Earth-2 and Earth-19 have doppelgangers of people on Earth-1… why doesn't Earth-38? Or in other words, if we've seen three different Harrison Wells, why isn't there one on Supergirl's Earth? Executive Producer Andrew Kreisberg addressed that question with TVLine:

The problem with that is if we do that once, we're going to open the floodgates of insanity.

Seems the producers have discussed it and decided against the mess that could make, but its not completely ruled out as Kreisberg added that it would need to be a, "really good story", for them to go there.

So don't expect to see Oliver Queen: Underwear Model or Barry Allen: Pizza Delivery Man any time soon on Supergirl.
